RFP - Impact Fee Facilities Plan & Analysis For Parks, Recreation Facilities, Open Space & Trails

The purpose of this RFP is to retain a qualified financial and planning consultant to prepare a legally compliant and defensible Parks and Recreation Impact Fee Facilities Plan (IFFP) and Impact Fee Analysis (IFA). The study shall:

• Evaluate existing parks, trails, and indoor and outdoor recreation facilities

• Establish and document current level-of-service (LOS) standards

• Project future recreation facility needs associated with population growth through buildout

• Identify capital improvement projects (CIPs) needed to maintain LOS for new development

• Analyze and plan for additional parks, trails, indoor recreation facilities, and outdoor recreation facilities as the community grows

• Calculate maximum allowable impact fees that are legally defensible under the Utah Impact Fees Act

• Ensure all public noticing, plan, and ordinance requirements are met as required by U.C.A. Title 11, Chapter 36a
