General Plan

The General Plan is a visionary document that creates the framework for land development codes and development standards, and that guides and informs decision making throughout the organization.  The expectation is that this process and resulting plan will help the City to better plan for future development patterns and craft appropriate professional and practical solutions for those patterns to benefit all of Hyrum City residents.  And while the updated public comment and direction will help to reinvigorate the planning process, of equal if not greater value will be the creation of a dynamic and living document. 

Hyrum City General Plan Update 2025-2026

March 6, 2025: The Hyrum City Council awarded J-U-B ENGINEERS, Inc. (consultant) to update the Hyrum City General Plan.  The updates include revisions to sections for growth and land use, environmental resources, public facilities, and parks and trails, with more comprehensive updates to other sections.  Due to recent changes in Utah Code, the update will require a new section for water use and preservation. Maps associated with the plan will be created or updated as needed.

April 24, 2025: The Hyrum City Council and Planning Commission held a joint public meeting to discuss and design a personalized, strategic
approach for updating the General Plan.

June 5, 2025: The Hyrum City Council awarded J-U-B ENGINEERS, Inc. to update the Transportation component of the General Plan Update.  The updates include developing a visionary and actionable Transportation Master Plan and Transportation Capital Facility Plan with data-driven, multi-modal plan that prioritizes safety and accessibility, aligns with regional and local transportation planning, trails, bicycles and non-motorized routs, optimizes infrastructure investments, future transportation needs, and address the need for a balanced transportation system that serves of all modes of transportation. 

June 5, 2025: The consultant published the public survey to gather community feedback through questions regarding development, housing, and infrastructure to help inform needs and priorities specific to the general plan to create a comprehensive vision for Hyrum City's future. 

July 29, 2025: Steering Committee Meeting.

August 13, 2025: The consultant held the first open house to gather public input on the General Plan Update and share ideas with the citizens on housing, parks, transportation, and more.  

September 25, 2025: Steering Committee Meeting.

October 9, 2025: The consultant held a public meeting with the Planning Commission to review and discuss the general plan update survey and open house results.  

October 16, 2025: The consultant presented to the public and City Council the general plan update survey and open house results.
